Yellow Rough

90#-11 mo. old yellow lab too rough w/his 'sister' when free on the farm. Ok when in the house. How do I train
He shakes the older female (7) by the back of the neck or stalks her and then runs her over. She has been hurt and limps the next day. She retaliates but the lab will not take no for an answer. Do I let them settle this on dog terms or do I intervene? I honestly give the lab a lot of exercise and stimulation because he IS a bundle of energy. I guess I have let this behavior go too long and need advice on how to train the lab to stop. We also have a 10 year chocolate male and the young lab never bothers him. I do feel I have experience with dogs and training but I'm just not sure how to accomplish stopping this behavior. As I said before the young lab is fairly quiet and respecful when in the house. Do I leash one of dogs when outdoors? Treats?
Sounds like it could be a power struggle for "top dog" has the yellow lab been desexed? this would calm him down considerably. He could just be overly playful and the dogs may need to work out their own "pecking"order. Try keeping the trouble maker on a lead when he is outdoors until he gets the message that he is to behave when outside. Give him times of being off lead and when he starts misbehaving be stern with him and put him back on the leash he will soon learn that misbehaving results in punishment.
